Bali's Major Infrastructure Push: Airport Expansion and Water Taxi Network Discussed

Bali Governor Wayan Koster and Transportation Minister Dudy Purwagandhi have outlined an ambitious plan to reshape the island's transportation landscape, addressing mounting congestion at its primary airport and ports. The July 9 meeting in Denpasar brought together key regional leaders to discuss infrastructure improvements that could fundamentally change how residents and tourists move across Bali.

North Bali Airport Gets Green Light for Expansion

The centerpiece of the discussion was the development of Letkol Wisnu Airport in Sumberkima, Buleleng Regency, in North Bali. Rather than competing with Bali's main I Gusti Ngurah Rai International Airport, the expanded facility would serve specialized functions that currently strain the island's primary hub.

Governor Koster outlined plans to upgrade the airport into a dedicated facility for emergency landings, private jet services, and charter flight operations. The proposal includes significant infrastructure investments, most notably extending and reinforcing the airport's current 1,400-meter runway to accommodate larger aircraft.

The expansion would ease the burden on air transportation services at I Gusti Ngurah Rai International Airport, which has struggled with capacity limitations as Bali's tourism sector continues to grow.

Revolutionary Water Taxi Could Cut Travel Times

Perhaps the most innovative proposal discussed involves a new water taxi system in Badung Regency. The transportation network would connect I Gusti Ngurah Rai Airport directly to Canggu and North Kuta areas—a journey that currently takes 1.5 to 2 hours by road. The water route would reduce travel time to just 30 minutes, offering relief to travelers frustrated by Bali's increasingly congested roads.

Such a service could prove particularly valuable for business travelers and international visitors, while simultaneously reducing vehicle traffic on the island's already strained highway system.

Port Network Expansion to Ease Seasonal Congestion

The meeting also addressed maritime transportation challenges. Plans include revitalizing Celukan Bawang Port in North Bali with Roll-On/Roll-Off (RoRo) ship services to manage traffic during peak travel periods such as the Eid al-Fitr holiday rush and seasonal holidays.

Support was also pledged for developing complementary port facilities across the island, including:

• Kusamba Port in Klungkung Regency (East Bali)
• Amed Port in Karangasem Regency (East Bali)
• Sangsit Port in Buleleng Regency (North Bali)

These improvements aim to distribute maritime traffic more evenly across Bali's ports and reduce dependency on the Denpasar-Gilimanuk ferry route, which experiences severe congestion during holiday seasons.

Regional Coordination Signals Commitment

The meeting's attendance reflected serious commitment to implementation. Alongside Governor Koster and Minister Purwagandhi, representatives from Buleleng, Klungkung, Karangasem, and Badung regencies participated in discussions, ensuring regional buy-in for projects that will directly impact their constituencies.

The comprehensive approach suggests Bali's leadership recognizes that transportation challenges require integrated solutions across air, sea, and land infrastructure—particularly as the island continues to attract millions of annual visitors and faces constraints from its island geography.
