Former Surabaya Zoo Director Arrested in Massive Corruption Probe

Authorities in East Java have detained the former director of Surabaya Zoo on suspicion of embezzling over Rp10 billion (approximately USD 625,000) in public funds, marking a significant corruption case involving Indonesia's troubled wildlife facility.

Chairul Anwar, who previously headed the state-run zoo, was arrested following an intensive investigation by the East Java High Prosecutor's Office. Investigators allege he created false financial documents and diverted animal feed budget allocations for personal use.

Scale of Alleged Embezzlement Confirmed

I Gede Punia Atmaja, the Assistant for Special Crimes at the East Java High Prosecutor's Office, announced the formal charges at a press conference on July 21st. The prosecution identified documented state losses totaling Rp10,209,664,735.60, with preliminary evidence suggesting the vast majority was siphoned for the suspect's personal benefit.

"Based on preliminary calculations together with the Financial and Development Supervisory Agency of East Java Province, the suspect's actions caused state losses reaching Rp10,209,664,735.60," Atmaja stated during the announcement.

Animals and Facilities Suffered Direct Impact

The corruption scandal carries implications that extend far beyond financial irregularities. Investigators found evidence that Anwar systematically underfunded animal care while falsifying budget reports to conceal the theft. This meant hundreds of zoo animals allegedly received inadequate nutrition and healthcare.

The case casts further shadow on Surabaya Zoo, already notorious in Indonesia for animal welfare concerns. The facility has faced recurring criticism over living conditions and has earned the grim moniker "The Zoo of Death" following previous scandals.

Investigation Ongoing

Anwar remains in custody at the East Java High Prosecutor's Office detention facility as investigators continue their work. The prosecution has coordinated with the Financial and Development Supervisory Agency (BPKP) of East Java Province to trace the full extent of the alleged misappropriation.

The manipulation of animal feed budgets represents a particularly troubling aspect of the alleged scheme, revealing how financial corruption at state institutions can directly harm those unable to advocate for themselves—in this case, captive wildlife dependent entirely on institutional care.
