Historic Climate Lawsuit Filed Against Indonesia's President and Bali Governor

Ten Bali residents have launched what advocates say is the island's first class-action lawsuit targeting climate change inaction, naming President Prabowo Subianto and Bali Governor Wayan Koster among 14 defendants. The suit, filed July 2 at Denpasar District Court under case number 1024/Pdt.G/2026/PN Dps, represents a significant escalation in environmental activism across Indonesia.

PULIHKAN Bali Demands Fossil Fuel Halt

The legal action, brought by the PULIHKAN Bali (Restore Bali) advocacy group, seeks immediate enforcement of climate protections through the courts. Key demands include a moratorium on new business permits for fossil fuel infrastructure projects and mandatory alignment of national energy policies with Paris Agreement commitments and Intergovernmental Panel on Climate Change (IPCC) recommendations.

Lead attorneys Ni Putu Candra Dewi and Ni Luh Yunaelis framed the case as a human rights matter, arguing that environmental protection constitutes a fundamental right.

"The rights to environmental conservation represent human rights. In court, we will prove how the 14 defendants, including the President and regional heads in Bali, are guilty of systemic negligence that has impacted citizens' rights," the attorneys stated.

Agricultural Land Loss Accelerates

The lawsuit points to alarming environmental data as evidence of government failure. According to PULIHKAN Bali's research, the Sarbagita region—comprising Denpasar, Badung, Gianyar, and Tabanan regencies—lost approximately 6,522 hectares of rice fields between 2019 and 2024, averaging 1,087 hectares annually.

This conversion of productive farmland represents both an economic and food security crisis for Bali's agricultural communities, compounded by increased flooding and climate-related disasters.

The devastating Sarbagita floods of September 2025 killed numerous residents and displaced thousands, highlighting the vulnerability of Bali's increasingly developed landscape.
