Bali's Population Surpasses 4.4 Million as Growth Remains Uneven Across Regencies

Bali's population has exceeded 4.4 million residents, according to official data released by the provincial government, marking steady growth even as demographic patterns shift across the island's nine regencies and cities.

The Bali Provincial Office of Community Empowerment, Village, Population and Civil Registration reported that the island's population reached 4,404,281 in 2025, an increase of 29,018 people compared to 2024's figure of 4,375,263. This represents a growth rate of 0.66 percent year-over-year, though the pace has slowed compared to the previous year's expansion.

"This number increased by 29,018 people, or 0.66 percent, compared to 2024," said I Made Dwi Dewata, Head of the Bali Provincial Community Empowerment, Village, Population and Civil Registration Office, on September 3, 2026.

Regional Population Disparities Reveal Growth Concentration

Bali's population growth is far from uniformly distributed across the island. Buleleng Regency remains the most populous area with 832,299 residents—approximately 18.90 percent of Bali's total population—yet it is not experiencing the fastest growth.

Denpasar City, the provincial capital, has emerged as the demographic hotspot. The city added 7,430 residents in 2025, representing a 1.09 percent growth rate—nearly double the island-wide average. This surge reflects ongoing urbanization and migration toward Bali's commercial hub.

The population hierarchy continues with:

• Denpasar City: 680,700 people
• Badung Regency: 543,320 people (growing by 1.03 percent)
• Karangasem Regency: 541,618 people

Bangli Faces Rare Population Decline

In a striking contrast to island-wide trends, Bangli Regency experienced a population decline, losing 1,365 residents from 2024 to 2025. The regency's population fell from 260,526 to 259,161—a decrease of approximately 0.53 percent.

This outmigration from Bangli reflects broader patterns of rural-to-urban movement common across Indonesia, where younger residents leave agricultural areas for employment opportunities in cities. Bangli, located in Bali's mountainous interior, has long struggled with economic development compared to coastal and urban centers.

Gender Distribution Remains Relatively Balanced

Despite overall population growth, gender distribution remains nearly equal. Males comprise 2,206,799 residents (50.11 percent) while females account for 2,197,482 (49.89 percent), showing a minimal male majority of approximately 9,000 individuals.

Two-Year Growth Trajectory Accelerating Gradually

Over the past two years, Bali has added nearly 60,000 residents, growing from 4,344,554 in 2023 to the current 4.4 million. While this demonstrates substantial population expansion, the slowing year-over-year growth rate suggests the island's demographic expansion may be moderating following periods of more rapid increase.

This demographic shift carries implications for infrastructure planning, housing development, and resource management across Bali as authorities anticipate continued urbanization concentrated in coastal and central areas while addressing challenges in more remote regencies.
