Lux Projects Bali: No Permits, No Audited Accounts, A Criminal Report Filed by the Company's Own Director — and Prosecution Expected

What Bali investors, contractors, and the property community need to know about Jamie Neville McIntyre and PT Bali Real Estate Investments in 2026.

Jamie Neville McIntyre arrived in Bali presenting himself as a soon-to-be billionaire property developer. He marketed luxury villa developments to Australian and international investors through Lux Projects Bali and Lux Property Group. He described account balances reaching billions. His own company director has now told a different story — and the documents back her up.

The Brand and the Reality

According to Christina Natalia, the sitting Indonesian director of PT Bali Real Estate Investments — the registered entity behind Lux Projects Bali and Lux Property Group — the Lux brands were primarily a marketing vehicle. 'Lux Projects Bali and Lux Property Group were brand facades,' she stated. 'The actual contracts, payments, and liabilities ran through PT Bali Real Estate Investments.'

The financial picture behind those facades, Natalia disclosed, was far removed from the billionaire image McIntyre projected. Company account balances at certain points were only in the thousands of Australian dollars. There was evidence of internal loans and cash withdrawals made by McIntyre himself. Construction funding shortfalls led to mounting contractor payment obligations that could only be sustained by bringing in new investor funds.

No Building Permits — Satpol PP Enforcement

In December 2025, Satpol PP Badung enforcement officers stopped McIntyre's Kerobokan Kelod construction project after inspectors confirmed that no PBG building permits existed for the 70-unit development. A formal stop-work notice was signed on 29 December 2025. Workers defied the order and continued construction on 11 January 2026. Investigator Wayan Sukanta confirmed that only basic registration documents — NIB and KKPR — existed. No construction permit had been obtained for a project that was being actively sold to investors as underway.

Contractors Taking McIntyre to Court

The financial pressures Natalia described have resulted in multiple formal legal actions. PT Lingkar Jaya Bali filed a civil lawsuit in November 2025 — Case 1536/Pdt.G/2025/PN Dps at Denpasar District Court — for unpaid invoices on the Lux Seminyak project. Additional contractor disputes have followed. Bali's property community — contractors, suppliers, and project managers — has been left pursuing unpaid obligations through Indonesian courts.

The Director Filed a Criminal Report

Natalia did not simply resign. In January and February 2026, she filed formal criminal reports at Ditreskrimsus Polda Bali — the Bali Regional Police's Special Crimes Investigation Directorate. Report LP/B/190/I/2026/SPKT/POLDA BALI was filed on 25 February 2026, naming Barry Kevin Grossman — McIntyre's representative and intermediary — as suspect for criminal fraud under Article 492 of the Indonesian Criminal Code.

She also handed over the official bank records of PT Bali Real Estate Investments to Indonesian authorities. Those records documented the fund flows — including investor funds received in Australia that were routed through intermediary entities and an offshore company in St Kitts and Nevis — Azure Wave Enterprises, co-owned by McIntyre.

McIntyre's Australian Background — What Bali Was Never Told

Before moving to Bali, McIntyre received a 10-year Federal Court ban in Australia in 2016 — ASIC v McIntyre [2016] FCA 1276. Justice Bromwich described him as 'a menace to the investing public.' Five investment schemes collapsed. 152 investors lost approximately AUD $7 million. Court-appointed Deloitte liquidators could not locate the funds. His 21st Century Academy was liquidated in 2012 owing 13 creditors AUD $5.41 million — none recovered.

⚠  McIntyre claims he is about to become one of Australia's newest billionaires. His own company director confirmed account balances at certain points were only in the thousands of Australian dollars. This discrepancy is now subject to formal criminal investigation.

Prosecution Expected — What Comes Next

McIntyre is expected to face prosecution proceedings in Indonesia in April 2026 in connection with the criminal matters now under investigation at Ditreskrimsus Polda Bali. Civil proceedings have been filed against his entities at Pengadilan Negeri Denpasar — PN DPS-14032026TT3, filed 14 March 2026. In Australia, ASIC and AUSTRAC are examining fund flows and potential breach of the 2016 Federal Court orders. Singapore legal proceedings covering defamation, trademark infringement, and copyright are being prepared.
